James A. Noel was raised in Spring Valley, New York.  He attended the State University of New York at Albany, where he studied Political Science and received his Bachelor of Arts in 1990.  He then moved to New York City to attend Fordham University School of Law, where he earned his law degree in 1994.  While at Fordham, Mr. Noel represented the City in commercial litigation actions as a student lawyer for the City of New York.

Upon graduation from law school, James entered the military and served for 26 years (active and reserves) as a Judge Advocate in the United States Marine Corps.  He practiced family law, criminal law, wills, trusts and estates, and security law.  As a military reservist Mr. Noel enjoyed a second career serving the United States as a lawyer and Diplomat with the United States Agency for International Development, continuing to build on his expertise, working on educational, refugee, and economic development to provide life-saving services to citizens of foreign countries.  He retired from the Marines in 2020 and retired from the Diplomatic Corps in 2022.

Mr. Noel’s extensive military experience and family law experience well serves ReeseLaw’s military families. His current practice includes pre-and postnuptial agreements, settlement agreements, separation and divorce proceedings, adoption, child custody and support, and related family law matters. He is excited to continue his legacy of service.
